Manufacturer Checklist

The manufacturer checklist serves as a guide on which companies are complying with Philippine ISDB-T Standards and the Sale and Labeling of DTT Devices.
This covers all devices that can receive DTV channels such as televisions, set-top box, mobile dongles, auto headunits, and etc.

Philippine ISDB-T Standards (NTC Memorandum Circular No. 07-12-2014)
FULL = Majority or ALL of the models in their lineups can receive Digital TV Channels with BML Datacasting, EWBS and Auto-On functions.
PARTIAL = Majority of their devices can receive DTV Channels but it can’t receive BML Datacasting, EWBS and Auto-On functions.

NON-COMPLIANT = It can only receive analog channels and/or equipped with a tuner that is not compatible with Philippine ISDB-T Standards. (DVB/ATSC/DTMB)

Sale and labeling of DTT devices (NTC Memorandum Circular No. 02-03-2016)
The Sale and Labeling of DTT Devices serve as a guideline for manufacturers or distributors describing the capabilities of the DTT devices that they offer.

COMPLIANT = The manufacturer follows the guidelines of the MC 02-03-2016
It can be seen in their packaging and through their Point-of-Purchase (POP) Displays and promotional materials.
If the product is offered online, it can be indicated through their website, online materials and in online stores.
NON-COMPLIANT = Guidelines are not followed.

As of October 2019, manufacturers comply on a Voluntary Self-Declaration Basis since test stream trials for EWBS, BML, Superimposed Graphics, and Subtitles are not yet conducted. This explains why most devices that are currently in the market are not yet fully-compliant with Philippine ISDB-T Standards.

18 months after the test stream trials, ALL MANUFACTURERS are mandated to sell fully-compliant DTT devices. [MC 01-03-2017, amendment for MC 02-03-2016]

If in case you own a non-complaint TV, there are chances that you could receive all functions through a software update through USB or OTA updates via Internet or Terrestrial Transmission.
